Planters are made to fit on (most) window sills, to maximize your light. The design is in 2 parts: the ‘pants’ are a drip tray, leaving plenty of soil depth in the top planter, which drains neatly below without spilling all over your table. The excess water can slowly evaporate back up into the soil.
And those chompy teeth do more than just look good! All planters have a mouth that allows you to water directly at the roots, for plants that are sensitive to wet leaves.
